Entrance Gate
Despite the efforts of Mid-Atlantic, our main entrance gate is not working properly again today. We have manually opened the gates, and they will remain open until Mid-Atlantic can return and continue to investigate the issue. We are in hopes that they will be here on Monday.

Trash and Recycle
All trash must be placed in the carts; no trash in loose bags or in containers other than the official cart will be collected.

Cardboard must be broken down to a size no larger than 3 feet by 3 feet. Pieces should be bundled, but if they are stacked, place them under the recycling container so they don’t blow away. Parcel Mailboxes
The keys to both parcel boxes are missing. If you found a key in your mailbox, it means you have a package in the parcel boxes that stand right next to the cluster mailboxes. The keys are numbered so you know which box your package is in.
When you enter the key into the lock to open the box to retrieve your package, the key will remain in the lock. Do not try to remove it.

Parcel Mailboxes
You may have noticed some changes in our mailbox areas. In an effort to make more room on the sidewalk at the upper mailbox cluster, one parcel box was moved to the lower mailbox area. This change gave us room to turn the second parcel box, allowing an additional 5" - 6" on the walkway. New keys have been provided for all the boxes. This is a welcome change for our mail carrier as well as for some of our residents that have had difficulty navigating the narrow walk space.
After surveying several community members, on average, only 1 in 10 knew how the parcel boxes are utilized. If the mail carrier has a package for you that will not fit into your mailbox, the package will be inserted into a parcel box. The mail carrier will then place the key for that box into your mailbox. You must use the key to retrieve your package. The key will be clearly marked as to which parcel box you should open. The key must then remain in the parcel box. DO NOT REMOVE THE KEY AFTER OPENING.
If you get mail delivered to your home, your packages will continue to be delivered there as well. On that note, I would also like to mention that there are many people who moved into houses that had mailboxes approved and installed by the previous owners. If you were not approved for home delivery by your Doctor, you should notify the Post Office and get your mail at the cluster mailboxes. Although many of us were aware of this, it was recently brought to my attention by the postal service.

Antietam Broadband Meeting
Bill and I met with the Antietam Broadband crew supervisor this morning. They had to come into a front yard to avoid utilities and be able to go under the entrance of a parking area. The only other option was to cut out a section of blacktop and they did not want to do that. They do not plan to dig in any other front yard.🤞They hope to go behind two rows of homes and the rest should be along the side of the roadway. The holes must be deep in some areas, and they are being hand dug so heavy equipment doesn't mar our new road surface. They have brought in a big crew to finish as quickly as possible. They have advised they will clean up the road, repair the grass, and even come water if necessary. They must fill in the holes at night to avoid accidents and may reopen them the next day to finish the job. Thanks for your understanding as we work through this together.

Antietam Broadband Update
Antietam Broadband has begun the installation of their cable, running from one pedestal farm to the next. Because we just finished our blacktop sealing, they will not be bringing in heavy equipment to do "directional drilling". Therefore, they will be hand-digging holes for the "torpedo" that was used for the Comcast lines. That means the holes will be larger than at first anticipated. As it is the same company that did the Comcast/Antietam fiber optics in our backyards, I am expecting the same results for the repairs on our lawns.

Garage Door Repairs
One of our Residents recently had repairs made to her garage door. J & B Garage Doors shared a few items with her that she has passed along:
Our garage doors were not originally insulated.
Adding insulation panels added uncalculated weight.
The seal around the door will stick to the paint unless treated. You can purchase a can of lubricant at Lowe’s that will prevent sticking once the paint has dried and cured. J & B recommended a 3 in 1 product. 3-IN-ONE Garage Door Lube 11-oz Garage Door Lube 10058 at Lowe’s.com . You can also use Vaseline.
J & B also does door inspections for anyone who is interested.

Antietam Broadband Update
Antietam Broadband will be installing additional cable in various parts of the community starting on Monday, July 7. They will be staying close to the roadway in most cases. There are a couple of cul-de-sacs where they will have to go through the backyards to connect from pedestal to pedestal. As with Comcast, they have committed to leaving the community as they found it.

Tentative Blacktop Schedule
It looks like we have a couple of dry days ahead, so we hope to resume our sealing of the blacktop. Please see the following proposed schedule for this week and make plans to move your cars accordingly. Also, one-way traffic will resume once the work begins. Watch for the signs and the cones. Mr. Rafferty has advised that they will not return until Monday to seal the blacktop. The existing blacktop must be dried out before sealant can be applied, and it continues to drizzle, rain, and be humid.

Blacktop Educational
I have learned a lot about blacktop this month! I would like to share a few things so we all have the same expectations of the finished product.
As previously stated in the Council Meeting, we did not pay for new blacktop throughout the community. It is very expensive, and our blacktop is still in pretty good shape, according to all 3 vendors who bid on the project. We paid for some repairs on heavily damaged areas and then for the sealing of the existing blacktop in order to preserve it.
Small alligatoring and cracks will not be repaired. The 2 coats of polymer sealant will enter these cracks and keep water from filling them. With medium cracks, a sand seal application is applied. Our blacktop is 4"-5" deep, and some of the cracks go almost that far down. The sand seal goes to the bottom of the crack to prevent water from freezing/thawing. It does not always rise back up to the surface. Once all parking lots are complete, a hot rubber will be applied to major cracks after the blacktop "cures".
Unfortunately, if the ground beneath the blacktop was not appropriately compacted, alligatoring occurs when vehicles drive over it. If the edges of the blacktop roadway break and crumble, it is again due to the surrounding ground not being prepared properly prior to the road being installed and blacktopped. This is a common problem that would have initiated when Summerland Manor was originally graded.
I hope by passing on the things that I have learned, it will help everyone to realize that the road surface is not going to be perfectly smooth when the job is complete. I have been noticing blacktop everywhere I go, and I can tell that Rafferty Paving is doing a good job for us. Please continue to send us your concerns so we might add them to our list. The Blacktop Committee hopes to walk around with the contractor before he is finished to address any issues that may arise.

Fiberoptic Update
COMCAST:
Comcast is at the stage where they are putting boxes on the rear of the houses and connecting the wiring. They ran out of boxes and had to order an additional 137 that should arrive on Monday. They will resume connecting the wiring to the outside of the units. You do NOT have to switch to Comcast, but the unit will be pre-set with the wiring should you ever decide to go with them.
They will also be inspecting the grounds for any unsatisfactory work and request that you let us know if you see a problem with the landscaping once they have completed their project. They have committed to making it right.
ANTIETAM BROADBAND:
Antietam Broadband has a few areas where they will have to use a directional drill to get cable from one Pedestal Box to another. You may see utilities marked in various colors on the grass or roadway. They will be surveying on Monday, and I will have more information to share next week. Antietam already has wiring to the homes, so they will not be adding any additional boxes to the exterior of the units.

Blacktop Update
On Monday, weather permitting, Rafferty would like to seal Court 2 (Units 60-82), Court 5 (Units 122-136), Court 8 (Units 160-174), and a 2nd coat, with striping, on Court 10 (Units 200-228). Please have those courts empty by 7 am.
In the event of inclement weather, the plans may change. All next week looks "iffy" with rain forecasted for every day. We will try our best to keep you posted. Please remain alert and watch the Summerland Facebook site and your email. I will also be reaching out for assistance from the block captains.
The cones have been removed from the center of the roadway, and we can resume 2-way traffic until such time that Rafferty returns. There is no need to disrupt traffic flow if no sealant is being applied. PLEASE NOTE: Once the sealing application resumes, we will have to go back to the 1-way traffic pattern.

Blacktop Update
Seven courts down, 10 to go!!!
Tomorrow we will be sealing the Atlantic Avenue entrance, court 4 (units 101-123), court 3 (units 61-85), court 1 (units 25-49), and court 2 (units 60-82) on the inside of the circle. Please see the document below "Court Numbers.jpg".
Please follow the posted ONE WAY signs for traffic as they will be changing lanes tomorrow when we go from outside courts to inside courts. As previously stated, this is mandatory and will continue until the paving is completed. This is for your safety.
Because the sun has been so hot, the sealer is drying more quickly than anticipated. If the lot has been striped and the cones have been moved, you should be ok driving across it. If you see any issues once your lot is complete, please let us know right away, as we are compiling a list we hope to convey while Rafferty is still in the neighborhood.

Blacktop Update
We have made it through our first day!!!
Tomorrow we will be sealing court 11 (units 201-225), court 9 (units 185-197), and court 7 (units 155-171). Please spread the word to your neighbors who are not electronic. Trash cans should be put in grassy areas near the main road tonight. Please assist those who need it. You may leave the trash cans until Friday, when the pavement is dry and the cones are removed.
We have posted a ONE WAY sign for traffic this evening. When you enter the community, please go right and around. This is mandatory and will continue until the paving is completed. This is for your safety, especially on the turns. Please do not drive on the newly sealed pavement until the cones are removed.

Blacktop Update
Special thanks to all the Block Captains and their Chairperson for getting out the blacktop notices so quickly! If you haven't gotten yours yet, you should have it soon.
The Blacktop Committee met today to make sure we had everything covered, and we discovered we had a big problem: If the main road was all sealed on the same day, we would all be stuck in our homes for 24 hours until it dried. I don't know about you, but I was having nightmares just thinking about it! We contacted Mr. Rafferty to work out a plan that he would blacktop half the road for the length of the 3/4 cul-de-sacs he is sealing. (These cars will already be parked elsewhere.) The other side of the road would be open for traffic. He would do this all the way around the outside of the circle. He would then seal the inside lane when he seals the inside courts. Because of the danger this may create on the two turns, we will resort to one-way traffic during this time. Although I feel confident this would not be necessary for our locals, I have no confidence in Amazon, Fed-X, etc.
We would also like to take a minute to ask that we all help our neighbors. Please help to spread the word to neighbors who don't receive email. Help to move their trash can if they are scheduled for Wed or Thurs sealing. Help to move their car if they are unable. All those things that our community is so great at doing!

Blacktop Schedule
Rafferty Paving would like to take advantage of the sunshine this week and begin to seal our cul-de-sacs. They will start at the top of the hill and seal the parking areas for Units 331-359, 301-325, and 251-283 on Wednesday, June 11, 2025. They would like to come down the left side (outside) of the hill and do three cul-de-sacs per day, if weather permits. I will send out notices for the schedule the night before the work is to be completed.
When your cul-de-sac is scheduled to be redone, you will not be able to drive on the road surface for 24 hours. If you need to be away from your unit that day, you will need to move your vehicle to an empty parking space in a cul-de-sac that is not being worked on the same day as yours. Vehicles must be moved before 7:00 a.m. If there is not enough parking in the cul-de-sac across the street, you may utilize the Community Center.
If you do not need to be away from home on your scheduled paving day, your vehicle may be left on your driveway. All vehicles must be totally on the driveway. I believe the white parking lines will be painted once the blacktop/sealer is dry. The paint must be allowed to dry before moving your vehicle back to the regular parking space.
Unfortunately, we have no control over the trash collection. For units 155-359, one possibility is to tape a paper with your unit number on your can and wheel it to a cul-de-sac across the street or onto a grassy area along your side of the main road on Wednesday night. Otherwise, it won't be picked up this week.

Comcast Update
I have received multiple calls this week regarding Comcast. Some folks are unhappy with the grounds, some folks don’t understand the cable behind their house, and still others are refusing to let Comcast put a box on the back of their house.
I would ask all those who are unhappy with the way the yard looks to please wait until Comcast has completed the job. They have different crews doing different things, and it’s very possible that the person that dug up the yard is not the same person that is covering up the cable. They have promised that when it is all said and done, it will look nice, and I plan to hold them to it.
Please understand that unit owners cannot make a decision regarding the boxes. ALL UNITS MUST HAVE A BOX INSTALLED. The box will go on the back of the house in most cases. The preferred spot is behind the air conditioner. This is to camouflage the box so it doesn’t look unsightly.

Our Summerland Manor Yoga Instructor, Ruth Ward, along with Paul Brown (the $25 Guy), who is listed on our Preferred Vendor Listing Form, are offering “free food for seniors”. Paul Brown owns and operates Senior Services Network Company, a nonprofit tax-exempt organization that is organized for charitable purposes. For that reason, his company is offered free, not-expired, non-perishable food from Amazon.com. They have been so kind as to leave some of this food for our seniors here at Summerland Manor. Updated House Rules to Include the Use of PODS
Good news! The Board has updated the Summerland Manor House Rules to include the use of PODs. PODs are containers used for moving furniture or boxes from one place to another. This allows the resident a little extra time and space when packing to relocate. PODs can also be used during construction when furniture must be moved out of the house temporarily.
Previously, PODs were not allowed in the community, but we are seeing a growing trend and want to stay current. PODs may ease some of the burdens of moving and may even be less expensive than a moving van. We want to be able to offer these benefits to our residents.
Please take the time to review the House Rules (on Page C-3) regarding PODs. The new form Request for Approval for Moving PODs is housed on our website for your convenience.

Yard Waste Advisory
Collection resumes the week of February 23. Yard waste shall be placed curbside in reusable containers (garbage cans, cardboard boxes, or paper yard waste bags). Do not place in any City-issued carts. No plastic bags, please!
Yard waste collection includes leaves, grass clippings, branches, and small sticks. Residents are required to bundle branches and sticks in lengths of three feet (3') or less and no larger than two inches (2") in diameter or place them in a container.

Antietam Fiber Cable Testing
As many of you may have noticed, Antietam Cable was in the neighborhood yesterday. They were testing to see if their existing networking could support fiber optics. They are in the process of expanding their high-speed cable out our way. They have been advised that they must approach the Board before any digging is completed. They even mentioned the possibility of working in tandem with Comcast.
It looks like between Comcast and Antietam, Summerland Manor will have choices for their high-speed internet sources. Hopefully, the competition will keep prices in check.

I have once again been asked to make sure you and your visitors are aware of the following Summerland Manor rules:
All pets need to be on a leash at all times. This is a Washington County Ordinance.
You are required to clean up fecal matter from your pet everywhere in the community.
You should not allow your pet to urinate in/on your neighbor's flowers & shrubs. It is not only disrespectful to other people's property, but it is also harmful to plants.

BTM Accounting
BTM Accounting has advised that several checks were not delivered and were returned to the sender. This includes checks sent by banks on behalf of the client. It is suggested that during the Holidays a substitute mail carrier may not have realized that envelopes addressed to Summerland Manor at that address went to BTM. TRASH & RECYCLING ADVISORY: Christmas Day From the City of Hagerstown
All residents of the City of Hagerstown should note that Wednesday, December 25, is designated as "Christmas Day." There will be NO collection that day, and the landfill is closed.
Therefore, ALL trash and recycling normally collected on Wednesday, Thursday, and Friday will be delayed ONE DAY.
Large volumes of post-Christmas waste often cause the collections to be later in the day than normal. Christmas paper, cardboard boxes, and packaging can be recycled!

This is the response that I received from the City Engineer this morning regarding Trash services.
,We met with Waste Management supervisors last week to discuss various issues that we’re having with trash, recycling, and yard waste collection. Part of it is due to staffing issues, and part of it is less than ideal communication when a problem arises.
Waste Management is working to add staff to manage collection in Hagerstown – they are having problems getting and retaining workers. We still need to resolve the issue of how they will make up for days when they are unable to complete collection – that’s where we need to improve communication so that we can give accurate information to residents on what to do if service is missed.
I think that they have a plan to address these issues – it will just take some time to get their staffing straightened out. With yard waste collection ending this week, they should have more staff available to do trash and recycling collection – hopefully, by the spring they will be fully staffed and able to provide the level of service that we need.

Holiday Safety Reminder
During the upcoming Holiday season, please encourage visitors to use the designated parking areas. It is important that the court areas remain open at all times for deliveries, service vehicles, and emergency response vehicles (i.e. Community Rescue and Fire Department).
If you are unloading a vehicle in front of your condo unit, please place the vehicle in park, set the emergency brake, and turn "on" your hazard warning lights. This will let others know you are temporarily parked and in attendance of your vehicle.

As the temperatures drop, please remember to disconnect your water hoses from the exterior faucets to keep the pipes from freezing and bursting. Speed Limit
Please remember to follow the posted speed limits in the community. We are getting complaints again about "near misses" with both drivers and pedestrians.
Election Ballots
Unit owners may submit their Board of Directors election ballots into the locked ballot box that will be available at the Community Center from 6 p.m. to 7 p.m. on Tuesday, November 26. The vote will close at 7:00 p.m. so the ballots may be counted during the Council meeting and the results announced before we dismiss.
Sprinkler Repairs
For those who are waiting for Sprinkler repairs, Terry from CFP International has informed us that he did not receive a full shipment of the antifreeze needed to replace what may be drained in order to complete the repairs.
He has advised that he will contact residents individually to schedule appointments for the repairs.

The bad news is that one of the mailboxes at the Community Center has been removed for repairs. Residents using that mailbox may collect their mail at the North End post office located at 12912 Conamar Drive.

Gates Not Closing Again
I was advised over the weekend that the gate is not closing again. Previously, it was closing but not "on time". I went up at 9:00 PM last night and it was still open. I have asked a Board member to keep an eye on it this evening and let me know if it closes and at what time (if possible).
In the meantime, I am working with Mid-Atlantic regarding reprogramming the software and troubleshooting for probable cause.

Eureka!! The street lights have been fixed!! Ellsworth advised that the photo eye was bad. It may have been because of the heavy storm a week or so ago but could also have been a coincidence. There may be a possibility of revisiting this in the fall. In the meantime, we encourage those who walk their dogs or stroll around the neighborhood to keep an eye out for anything that needs attention, such as slightly off gutters or a roof shingle that isn't quite right. We will provide visual guidance in the upcoming weeks on what to observe.

Recycling News
The City of Hagerstown is again accepting glass as part of their recycling program. Glass bottles and jars are acceptable but mirrors and window glass is not. The Summerland Manor Board of Directors would like to take this opportunity to thank Jody Belknap for all she has done for our community during her tenure on the Board of Directors. Jody brought a new perspective and lots of energy to the group which resulted in some major accomplishments. She will continue to be a great resource for the community. We will miss Jody's leadership and wish her much success with the changes in her employment.
The Board of Directors would also like to announce that Wanda Gearhart has been nominated to fill the position of President for the remainder of the 2024 term of office. Wanda has been a resident of Summerland Manor for six years. She has served on the Board for three years in multiple capacities. She has a deep commitment to the community and hopes to continue to serve and enhance our environment.
Ellsworth Electric has completed the installation of all of our brand-new street lights!
They were efficient and competent and pleasant to work with and deserve a Shout Out from us all. The lights are certainly attractive and provide good and dependable lighting for our Community. Thank you to everyone who cheered us on with this huge project!!

Shadrach Lawn Service is not going to mow next week. On Wednesday, June 19, 2024 they are going to start pruning. If you do not want your shrubs pruned please put a sign out. He will not finish this pruning all in one day. Thank you.

Mid-Atlantic came and muffled and shortened the safety noise at the front gates. There is still ongoing discussion about the arm.
TelePlus is due this week to work on a few more lines that need fixing.

The gate will be closing on schedule tomorrow - June 12, 2024.
Mid-Atlantic has decreased the level of the safety beeps and their frequency. There are no immediate solutions for the arm issue, but we are actively exploring available options.
TelePlus has addressed the gate phone issues within their access for repair.
The installation has been scheduled to begin on June 17, 2024, with Ellsworth Electric. We do not know how long this will take as it depends on the weather and how many they can replace in one day.

The vendor was out today and fixed a few things on some of the lines. All lines should be working. If that is not the case, please leave a voice mail message on the Board of Directors phone line at (301) 393-5770. If you experience no dial tone, please be sure the phone is plugged into the wall and the handset is plugged into the phone. We had many residents that reported no dial tone but the phone wasn't plugged in.

The vendor has been called to schedule their investigation as the issues range from no dial tone, able to call but the other person cannot hear them, or when number nine is pressed nothing happens so the gate doesn't open for them. Due to this issue, the gates will remain open till fixed.
Gate Itself Update
Mid-Atlantic is in the area this week and will let us know about setback of the directory and card reader and muffling the safety sounds. Please continue to keep your gate access card with you at all times.

Mid-Atlantic will be out tomorrow to review what can be done to muffle the safety beeps, and to extend the arm where the directory/card reader is installed. The Board will advise when an update is available.

The gate repair project is complete with a few gate card updates to be finalized on the morning of Wednesday, May 22. With that said, the Security Road access gate will be closed on Thursday, May 23 at noon. Our Front Gate will begin the open/close schedule on the morning of Friday, May 24. It will open at 7:00 a.m. and close at 6:00 p.m. For a refresher of the gate information please review the Welcome Packet (pages 8 and 9) located on our website. I would like to thank the entire community for their patience and use of Security Road to elevate the traffic during this project. Please note, that the Street Light Replacement project will be the next community project in June/July 2024.

Please start to bring your access cards with you as the gate will be closed at night this week.
All the mechanisms and card reader have been installed but ran into an issue today with uploading the file of all our names/card numbers which is rather important.
The plan is for Mid-Atlantic to upload it tomorrow and once that is done, I will let you know when the Security Road Access will be closed/locked back up and when the front gates will start to close at 6:00 p.m. then open at 7:00 a.m.
More discussion about the opening/closing of the gate will be discussed at a future Council meeting and input from the community will be obtained from our summer survey that will be going out.
There are 2 signs 1) is by the gate, and 2) is by Security access within our community reminding folks to start bringing their access cards.

Rain Rain go away. We are delaying the final project step till Monday, May 20 when the directory/card reader will be installed and the bollard sleeves added to the poles plus final testing.
Once the final project steps are completed, we will be closing the gates for 2 or 3 days to 1) to get an accurate count of how many times our gates open/close and, 2) if there are issues that occur that first day they occur during the day so we can manage vs. managing it in the middle of the night.
A community survey will be sent out during the summer to gain feedback from everyone on the front gates and a few other burning topics so be on the lookout for that.

Mid-Atlantic is here today to prep everything, run new lines, and all that fun stuff at the front gate.
Tomorrow, the Cement truck will be here to lay the directory/reader foundation, and will be tarped due to the rain we are scheduled to have. Once the curing is complete, they hope to be back this Friday but could be Monday 20th to do the software and final testing.
While there are two trucks today and a cement truck tomorrow please use the Security Road access to alleviate traffic back-ups at the Front Gate.

The rain has delayed the pouring of the cement pole foundation until next week. We are on the schedule for Monday but that could very well be delayed due to weather.
After the cement has been poured and cured, we will install a new directory/card reader pole and a bollard. A bollard is a vertical post installed to control road traffic and designed to prevent automotive vehicles from colliding or crashing into structures. This will protect against potential impacts in the future. Once all components are in place, the next step is software installation, and the final step is testing.

The technicians have finished the general mechanisms installed on the exit and entrance gates. The exit gate needed some of the bars removed for the arm of the opener so they are welding that opening closed today. There are some minor finish pieces on the mechanism today and then they can focus on the directory/card reader install.
Due to the unidentified truck in December that backed over the directory/card reader, some review of the conduit connection needs to occur as well as possible cement poured for a better foundation. We should know later this week what sort of steps need to occur. Then the programming of the software to connect the directory to our gatehouse phones might be later this week or early next week.
We want to thank all the residents for their patience while this is a multi-step project and for utilizing the Security Road access to limit backup at the front gate. Please use caution and go slow in the court and around the bend.

Exit gate isn't quite finished and the technicians had to pick up more materials than expected after yesterday's partial install. They will return on Monday to finish the exit gate side.
Tuesday they are expected to start at the entrance gate which might take 2 days like the exit side.
Thursday, the Directory/Card Reader will be installed so we can test the system.
If all goes as planned, we might have a working gate by this time next week but could be delayed based on rain in the forecast next week.
Exit Side
There were some modifications to the area where the mechanisms were installed which took a considerable amount of time today (in the heat no less) so the team will be back tomorrow to finish up the exit side. The start time is around 8:30/9AM
Entrance Side
Mid-Atlantic will be out next week, as of right now I do not have a date when next week but will advise when I do. Hopefully, it'll be just one day but could be two days depending upon the installation and testing of the directory/card reader.

Just wanted to say thank you to the residents that are entering and exiting through the Security Road access while Mid-Atlantic is here working on our exit side of the front gate today.
Also a huge thank you to our Block Captains who delivered the May calendar and flyer to our residents who are not on FB or email. Without you, we’d be lost.

We are currently waiting to hear from our vendor, Mid-Atlantic regarding the scheduling of our project since they now have all the necessary parts to repair our gate. As previously mentioned, the plan is to have one side of the gate open on one day and the other side open the next day. Once we have the timing confirmed, we will inform the community via email, Facebook, bulletin boards, and post at the gate.

To the residents who joined us at the Community Center last Monday for the Special Council meeting, what a fantastic turnout it was! We even had to bring out extra chairs. Thank you to everyone who was able to attend. During the meeting, Tom presented four gate proposals. Following a majority vote with 25% of the unit owners attending for a quorum, it was decided to replace the gate mechanism, card reader, and directory at a total cost of $24,139. This amount will be partially withdrawn from our Reserve Fund, and each unit owner will be charged a one-time assessment fee of $85.00 to replenish the Fund.
The remaining balance of the invoice will be covered by the gate maintenance budget allocated for this year as the parts will be under warranty. Mid-Atlantic has placed the order for the necessary parts, and they will inform us about the installation start date for this two-day project.
We will provide more details about the specific date and any temporary traffic pattern changes as soon as we have more information.
We routinely review housing rental sites for fraudulent listing of our units.
This is a common scam that occurs when a recently sold home gets listed for rent and sadly individuals fall for it by giving what they believe is a security deposit or more to a scammer.
If you search for your address and find it fraudulently listed as the owner these are the next steps:
Report the listing on the website it has been listed on (HotPads, Redfin, Rent.com, etc. are common sites)
Call the non-emergency police line to advise your home is being fraudulently listed for rent
Please note, that an address in our community was found to be fraudulently listed on a few sites and the owner has been notified.
Please share the following with your neighbors who do not have internet.
In response to the video posted on Facebook (an attempted break-in) and others noting that their cars were broken into and glove boxes were ransacked. Yes, the gate and our brick walls are a deterrent but diligently locking your vehicles and not keeping anything of value in them is first and foremost. Let's turn our front porch lights on at night as well which many do not. Here are two options:

We have some important last minute news to share regarding a new trash can program that will be implemented in our community. In order to accommodate the City’s trash collection vendor and its semi-automated collection trucks, new trash cans will be delivered to all residential customers.
The original delivery timeframe was early April; however, due to a miscommunication, the manufacturer's production and distribution schedule has been expedited. As a result, the new delivery date is Monday, March 18.
We apologize for the short notice, as we planned to discuss this program for the first time at the Council meeting next week. Rest assured, this program will be on the agenda for next week with a bit more detail, and we welcome your questions. Please inform your neighbors who may not have received the email blast or are not in this Facebook group.
The new cans are designed specifically to work with the garbage truck’s lifting arm, allowing for automated or semi-automated collection, and are the same size as our current recycle cans. You can expect to receive an educational/instructional flyer attached by the city to your can.
You may use the new cans this week, while still having the option to use your current trash cans until July 1.
However, after July 1, 2024, all trash must be placed securely inside the new City can, and no other containers or loose trash bags will be collected.

Update from Landscaping Committee:
Tomorrow Wednesday, March 13 - weed killer for the rock areas will be placed, and a reminder to allow 1-2 weeks to see results due to the low temps as it requires warm weather to work properly.
Mowing will begin in a couple weeks and around that time weed killer for the grass will begin. More specific dates to follow.

Voting on Repair/Replacement of Gates
We wanted to add more information about what the special meeting will consist of. You will see three different proposals on how to fix the gates, card reader, and directory for people without access to the community.
We need a quorum of at least 44 unit owners to take a vote on which proposal to accept.
If you cannot make it to the meeting, you may have a proxy stand in for you by providing them a signed note with the following: I assign my vote to (Print Proxy Name) from (Unit Owner Name), Unit number, and should be signed/dated by the owner.
If we don't have enough unit owners to vote the gates will stay open until we have the number of voting unit owners required.
February 23 - Good morning, The street lights are not working starting with the gatehouse and then going down the street by the mailboxes to the right. I have been in contact with a vendor to have them repaired. Please be careful driving at night until we get them fixed.
February 22 - Hello Community I am heading up the new Maintenance Committee. I am looking for volunteers to help me. There will be no heavy lifting or overly challenging assignments. If you are interested in not putting in a lot of time or energy, please let us know.
I am looking for volunteers for maybe an hour a week or less. All that is needed are volunteers to look at our property, then report back to the committee anything that needs repair or maybe a repair down the road. From there the committee will hire the appropriate contractor to fix the issue. Then once a month we will have a quick meeting. That is it. Please help the community while you are walking and be part of the Maintenance Committee.
February 22 - Yard Waste Collection Resumes Next Week - We can set out our yard waste the same night as our trash/recycling on Wednesday. The program will continue through December 20, 2024. As always, set yard waste out after 4:00 p.m. but before midnight on set-out day. Yard waste shall be placed in paper yard waste bags. No plastic bags, please! Yard waste collection includes leaves, grass clippings, branches, and small sticks. Residents are required to bundle branches and sticks in lengths of three feet (3') or less and no larger than two inches (2") in diameter or place them in a container. February 18 - 12:02 p.m. - Hello Community - In the past a group of our neighbors have asked for the pool table in the community center to be moved to a new location. The reason for the move is that the current location is too small. A mockup of the new location of the pool table is set up in the community center. Please stop by the community center to look at the space that is being considered. Please let your Board of Directors know your opinion on the move of the pool table by sending an email to summerlandmanorhagerstown@gmail.com.
February 16 - 4:52 p.m. - A new weather advisory has been issued for our area. Now they are expecting 4 to 8 inches of snow for this evening going until tomorrow morning. By now we all know the drill. Please be safe and let Neatscape do its job tomorrow.
February 15 - 4:41 p.m. - Due to the impending snowstorm expected Friday night through Saturday, our foremost concern is for the well-being of our residents. Therefore, we have decided to cancel the Breakfast with the Board event originally planned for Saturday. We will announce a new date for the event soon. Stay tuned for updates, and please stay safe.
February 13 - 8:52 p.m. - Good morning, Ann Holtzman has been in touch with Neatscape. The plowing will start as soon as the snow ends. Checking the weather forecast, it looks to be around 10 a.m. Stay inside and enjoy looking out the window. I am going to drink another cup of coffee.
February 12 - 3:40 p.m. - WINTER IS BACK!!!!!!! The National Weather Service has issued a Winter Weather Alert for this area until 10 AM on Tuesday. 1-3 inches of snow is expected. Please prepare for this event as we have prepared for the storms earlier this year. Also, Please do not call the BOD phone to ask when Neatscape is going to plow. Neatscape will plow when it stops snowing and will get to your unit asap. I would like to welcome Ann back from the land of warm sun. Ann will be in contact with Neatscape. Please don't call her directly, use the BOD phone, we will be monitoring it more frequently.
